You want to ultimately have "0" backlash. Backlash is the amount of freeplay felt when a peg is turned in the opposite direction before the string post starts moving. As older tuners begin to wear out they begin to increase something called "backlash". If you have old, "crappy tuners", then they will often need to be replaced. I agree with everything you said, except one point. Not that there's anything really wrong with swapping out tuners, I put Schallers on my Casino, it just is likely not to cure your tuning problems. If the intonation is off, it can be in tune when fingering near the nut but be out of whack on the high frets. When stringing the guitar, try not to have more than about two winds on the tuners. The strings can stick in them in slots that are cut too deep or too narrow. The nuts on these guitars are typically not great. More common problems are the nut, over-wrapping the strings and improper intonation. Even crappy tuners normally hold tune just fine if used right. Tuners are seldom the root of tuning problems.
